I am writing to you in your capacity as leader of your party concerning the Scottish Climate Change Bill. As you know, the Scottish Government has recently consulted on this and is expected to introduce the Bill to parliament in the autumn. We have a real opportunity here to make Scotland a world leader, to show how strong climate legislationshould be written, and also to showcase the benefits to environment, livelihoods and the economy that this legislation can bring. To do this we need a strong Bill that: - Includes all greenhouse gas emissions, including those from international shipping and aviation, and the basket of greenhouse gases such as methane and F-gases. - Places a limit on the total volume of greenhouse gases released between now and 2050. Just setting an end-point target for 2050 is not enough - the volume we release between now and then is critical. - Provides very strong sanctions and incentives for public bodies and departments to ensure they meet their targets. I urge you to ensure that the Bill includes these three key elements. There is an opportunity here for Scotland to lead the world on Climate Change, but we need a strong Bill to do it. Please confirm that your party will support these key elements of the Bill. I look forward to hearing from you.
